A tale of getting Driving License in Gurgaon......

This post for all those who are planning to apply for a new driving licence and have patience and courage to go through the process laid down by the administration.........

I had a diving licence made in UP in 2001 ( paper version) and somehow keeping it in wallet it got torn and came in a bad shape. Also to mention in 12 years my license got checked twice only once in Jaipur and once on Jaipur- Delhi highway. I drove over 125,000 in this period in MP, UP, Rajasthan, Delhi, Haryana .Thankfully I rarely broke traffic rules and avoided my documents check in past many years. Now my license condition demanded for a new license and decided for applying a new license. As many of you agree that government procedure is considered a tedious one for obtaining a driving license and many of us have no option than to go for the agents/middlemen/Dalals.

I will try to explain the process for obtaining DL in Gurgaon and some Do's and Don't

Day1 : I reached Mini secretariat- Ekal Sewa Kendra is situated on ground floor ( as one enters from the main entrance a big hall on the left hand side). Extreme left there is a counter from where one has to purchase a form/file by paying 10 Rs. ( form rate is Rs. 3 but it is common there to pay Rs. 10!!!! may be extra os for a yellow Khaki file that comes complementary with the form). First thing to do is to go and get medical certification done by a doctor who sits on first floor. Submit fee for the medical test ( here also you pay extra money on the name of red cross for blood test which is actually not getting done) attach that receipt in the file along with the documents. Medical officer will ask only to read a paper on his desk for colour blindness test.

File Preparation- this is extremely important and for this one pays commission to agents can be done easily- following information might be helpful

Add following documents

Address proof: 3 address proofs required ( though all the website and display suggests two)

If you are adding a rent agreement as one of the proof then also add electricity bill receipt ( I had to make another visit only because of this).

If you are adding a certificate from office for address proof them ensure the original certificate is submitted.

I submitted following document as address proof

1. BSNL bill copy
2. LPG gas connection copy
3. Rent agreement with electricity bill
4. Certificate from office for residence address proof.

For age proof- I have submitted PAN Card

Step 2: Once your file is ready go to Sector 50 traffic police office for computer based test- This office is at T point ( slight left) once you take medanta hospital road. after medanta hospital cross one traffic light and on next traffic light you will see traffic police office at T point.

on First floor there is a Maruti driving school- and one has to attend a one hour education session and post that computer based test- there is a provision for applicants who are not proficient on computers and manual test options also exists.

Questions are tricky a bit and 20% people did not clear the test in my batch....I somehow managed pass marks of 60%. and get a passing certificate from Maruti School.

This is most tedious in the entire process as it takes almost 2 hour ( class+ test)

Step 3: Now attach the receipt from RTO office and get the documents verified at the counter in the mini secretariat. Remember office timing is 9.30-1.00 PM but ensure you reach by 12 as after 12.30 it becomes too messy and one can find difficult to get work done. This is the most point to get the documents verified and almost all tensions should be over for learners license.

Once documents are verified you get a stamp on your file then go for photography pay the fee and get your self photo shoot and work done. You will get a receipt and wait for the speed post to reach to your house.

Within a week I got my learner's license at my home.

Now I have to apply for permanent license----Keep watching for more

I am quite happy to reach to this stage of being eligible for applying for permanent license and without paying any bribe. I have visited ekal seva kendra however 4 times and one needs to have patience and right information......

Part -2 Its another struggle to get Permanent license 

After counting 30 days, after which one can apply for permanent license I visited the mini secretariat once again. In my last visit during learning license application process- I had purchased form with file for permanent license ( anticipating that i will come prepared with all the documents). I reached ekal sewa kendra again and then stood in long waiting que and once my turn came the clerk told me to get the test cleared and then come. ( I did mistake in understanding the process as all over the place it was written that first files needs to be verified and then driving test is done...) and I lost one day as driving tests are scheduled between 0200-0400 PM. So without any work I returned from office.

next day visited at 3 PM again to Mini secretariat for test but the gate was locked.....I inquired from the parking boy and he told me to visit 3rd floor 302 room number-n I reached there- was told that traffic police officials who takes test are on republic day duty so I should come on Monday......another waste visit

I was our of Gurgaon on monday so visited mini secretariat on wednesday at 230 PM. saw at least 20 vehicles lined up waiting to enter in the track campus......and finally after 30 minutes approximately my number came and I gave the test  drove the car on a track ( a easy one and saw most of the applicants clearing them) and then documents were verified and finally got the much awaited signature and approval stamp from traffic inspector and now I have been told to submit the application to ekal sva kendra.

Tomorrow I have to again visit the ekal sewa kendra for document submission......

Finally documents were submitted at the same counter- again all the documents required to be submitted and paid the fee of Rs, 520 and got a receipt.

Got a date of 13th Feb. for due date for delivery of DL and as scheduled finally got the license.

Feel happy to get this and look forward to hot roads now..............

Mewat 50 Kms away from Gurgaon tells different story....



Joined office today after visiting Mewat district of Haryana. One of the most typical and challanging districts I have ever visited. Mewat is know for meo population.
The Meos are Muslim Rajputs, about a ten million-strong community, known for its admixture of Hindu and Islamic customs, practices and beliefs. The Meos have two identities, both of which they are equally proud of. On the one hand, they claim to be Muslims, tracing their conversion to various Sufi saints who began settling in their territory from the 11th century onwards, and whose shrines or 'dargahs' today dot the entire Mewati countryside. On the other hand, they also claim to be Rajputs and direct descendants of Krishna and Rama. These Hindu deities are respectfully referred to by the Meos as 'dada' or 'grandfather'.


Haryana's most backward district, Mewat, has the highest sex ratio in the state, while the state itself ranked lowest in the country on that count. According to Census 2011, Mewat's sex ratio, 906 females for every 1,000 males, is much above Haryana's 877:1,000. Mewat though has the lowest literacy rate at 56.14% compared to the state average of 76.64%. Census figures show districts with higher literacy rate in Haryana have poor sex ratio.
